Pixel Block
A downloadable game for Windows and Linux
Scroll wheel to change items, left click to place, right click to destroy, side mouse buttons to scroll through Z (you can also use arrow keys), h to bring up axes. Finally, escape to go to menu and enter to export your creation to 16 images.

Remember: have the .pck in the same directory as the exe or x86. It won't work otherwise.
